A couple of basic factual errors

Article says the 12l eliminator tank is nearly 5 litre's smaller than the ninja 400 which would make the Ninja tank 17litre. The Ninja's tank is 14l.

Article says the eliminator is 8kg heavier than the Ninja at 176kg. The Ninja curb weight is 166kg, so the eliminator is 10kg heavier.

Looks like the Vulcan S and is priced like the Vulcan S. What niche are they going for here?
Hmmmm ... good point. Maybe that's why Cycle World is speculating that it won't have a global release--the 400 may be for displacement-restricted markets while everyone else gets the 650.

Given my N400's performance, I think I'd like the Eliminator over the Vulcan S for its flickable light weight. I test rode a Vulcan S and thought it was slow to lean over compared to my N400.

Not worth it for a cruiser. I'm not a fan of cruisers, but as a mechanic I've had to test ride a good number. Even large displacement cruisers are slow af, and so boring. The only cruiser I'd ever consider buying honestly is the Yamaha Bolt, and while it had a decent amount of get up and go and wasn't overly heavy or cumbersome, still wan't great. The Bolt is 950cc, and having ridden a Rebel 300 and 500, anything under 650cc is just a waste of time and money in the cruiser world honestly.
